Licences and permits in Finland

Finland's system is unusually well suited to visitors, provided you understand the two layers. The state fisheries management fee applies to anglers aged 18 to 69 fishing with lures or traps, or crayfishing, and where you are fishing with a single rod that fee is by itself sufficient permission across much of the country. The second layer is the water owner's permit, and Metsähallitus — the state land and water manager — is explicit that it becomes necessary when you fish with several rods or with traps, when crayfishing, and when fishing in rapids and flowing waters or at special sites, and that most of its own fishing destinations fall into that category. So the good rivers generally need both. Finland's everyman's-right tradition also leaves simple methods — ice fishing and basic float fishing — outside the fee regime, which is why a winter trip here has almost no paperwork.

When to fish in Finland

Finland has two seasons worth travelling for and they could not be less alike. The Tornio salmon run climbs from June to August and is fished through bright midnight-sun nights, best after a rise in water; its season dates and quotas are agreed jointly between Finland and Sweden and change from year to year, so they must be checked annually rather than assumed. Lake Saimaa runs a conventional open-water calendar — zander at dusk through summer, pike in autumn — and then becomes an ice fishery in February and March, which is genuinely one of the better beginner introductions to fishing anywhere. Seasonal boat and net restrictions on Saimaa protect the endangered Saimaa ringed seal.

What the fishing is like

Both published Finnish spots sit at the accessible end for their type. The Tornio in Lapland is a large, wild border river for Atlantic salmon, grayling and whitefish, and it is advanced water — big flows, long casts, short season. Lake Saimaa in South Savo is the opposite: Europe's fourth-largest lake system, a beginner-friendly maze of islands and channels holding northern pike, zander and perch, fishable from a boat in summer and from the ice in late winter. Gear disinfection is required on the salmon river to guard against Gyrodactylus salaris, a parasite that has devastated salmon stocks elsewhere in the region.
