Italian sea fishing is free of charge but not free of paperwork: MASAF, the national agriculture and food sovereignty ministry, operates a sport-fishing census through which recreational sea anglers must file a comunicazione of their activity, and the ministry periodically renews or extends the validity of notifications already issued. The practical catch for visitors is how you log in — access to the census has run exclusively through Italian digital identity credentials (SPID, the electronic identity card, or the national services card) since 2022, which most short-term visitors do not hold, so this is worth resolving with a charter operator or the ministry before travelling rather than at the harbour. Freshwater is a separate world, licensed by region rather than nationally, and usually needing a local association permit for the specific water on top of the regional licence.
When to fish in Italy
Both Italian spots are freshwater and both are shaped more by water conditions than by dates. The Po in Emilia-Romagna fishes summer nights for wels catfish, a spring pre-spawn window, and comes good again once a flood recedes — that last point matters on a river that floods hard. Lake Garda is a spring lake trout fishery, turns to pike in autumn, and is best early in the morning before the wind gets up, which on Garda it reliably does. Closed seasons, permitted rod numbers and trolling rules differ by region and, on Garda, by shore — Lombardy, Veneto and Trentino each license their own side of the same lake.
What the fishing is like
The two published Italian spots are both intermediate freshwater, and both are bigger than their reputations suggest. The Po is Italy's largest river and now one of Europe's serious wels catfish fisheries, also holding carp and zander, fished from banks and boats along a heavily modified channel. Lake Garda is an alpine-fed lake straddling three regions, holding lake trout, northern pike and whitefish, with an endemic carpione that is fully protected and must be returned. Garda's shape — deep, clear, windy, mountain-walled — makes it as much a weather fishery as a species one.
